The $11 billion Melbourne Metro (now Metro Tunnel) is a twin rail tunnel creating a new end-to-end rail line from Sunbury in the west to Cranbourne/Pakenham in the south-east, including high capacity trains and five new underground stations.

 

Client requirements

In 2009, the State government commissioned VLC to provide modelling services, options assessments and, forecasts for the business case and design. The project further included improving strategic modelling and economic evaluation capabilities tailored to meet the specific needs of the Melbourne Metro project.

 

Delivered outcome

VLC undertook extensive demand forecasting services for the purposes of determining the patronage and providing outputs for the options assessment and economic evaluation of the project.

VLC transport economists were instrumental in introducing advanced economics evaluation techniques to Victoria, that have become standard practice in business cases around Australia.
