Client requirements

VLC was engaged by the Sydney Metro Authority to assess passenger demands for the implementation of a new underground metro rail system in Sydney. The authority developed a ‘frontier’ of patronage forecasts from three model systems, examining the cause of variation between the models to ensure a reliable set of forecasts to support economic and financial evaluation, planning, design and operation of the proposed system.

 

Delivered outcome

Working within a consortium led by Parsons Brinckerhoff, VLC employed the Zenith model of Sydney to provide demand, economic and system performance advice. The models outputs were provided to a multi-disciplinary team within the authority, and to external stakeholders.

During the course of the project, we tested over 200 network, land use and policy scenarios, which were input to key aspects of the planning process including detailed station design, environmental effects, economics, and business case assessments.
